by
 
enacting
 
the
 
following
 
legislative
 
mandates:
 
1.
 
Mandated
 
Annual
 
SEG
 
Inflation
 
Adjustments:
 
The
 
base
 
State
 
Equalization
 
Guarantee
 
(SEG)
 
allocation
 
shall
 
be
 
increased
 
each
 
fiscal
 
year
 
by
 
requiring
 
an
 
annual
 
cost-of-living
 
adjustment.
 
The
 
base
 
allocation
 
must
 
be
 
increased
 
by
 
the
 
greater
 
of:
 
(a)
 
Four
 
percent
 
(4%)
 
of
 
the
 
previous
 
year's
 
allocation,
 
or
 
(b)
 
the
 
percentage
 
increase
 
in
 
the
 
Consumer
 
Price
 
Index
 
(CPI)
 
for
 
the
 
preceding
 
calendar
 
year,
 
as
 
published
 
by
 
the
 
Bureau

Labor

This
 
increase
 
shall
 
be
 
calculated
 
annually
 
based
 
on
 
the
 
most
 
recent
 
CPI
 
data
 
available
 
at
 
the
 
time
 
of
 
budget
 
preparation
 
and
 
applied
 
uniformly
 
across
 
all
 
preK-12
 
public
 
and
 
charter
 
schools
 
receiving
 
SEG
 
funding
 
to
 
ensure
 
purchasing
 
power
 
is
 
maintained
 
regardless
 
of
 
economic
 
fluctuations.

Funding
 
Line
 
Item
 
for
 
Technology
 
and
 
Safety:
 
Establish
 
a
 
permanent,
 
dedicated,
 
and
 
recurring
 
categorical
 
funding
 
line
 
item
 
(categorical
 
aid)
 
within
 
the
 
SEG
 
formula
 
and
 
the
 
Public
 
School
 
Finance
 
Act.
 
This
 
line
 
item
 
shall
 
provide
 
stable,
 
annual
 
operational
 
funding
 
to
 
school
 
districts
 
specifically
 
earmarked
 
for
 
school
 
safety
 
measures
 
(including
 
physical
 
infrastructure,
 
secure
 
facilities,
 
and
 
security
 
personnel)
 
and
 
technology
 
integration
 
(including
 
student
 
devices,
 
network
 
infrastructure,
 
digital
 
resources,
 
and
 
cybersecurity).
 
This
 
recurring
 
formulaic
 
funding
 
will
 
replace
 
the
 
historical
 
reliance
 
on
 
inconsistent
 
one-time
 
legislative
 
appropriations,
 
allowing
 
school
 
districts
 
to
 
responsibly
 
plan
 
budgets
 
and
 
sustain
 
long-term
 
student
 
safety
 
and
 
technological
 
readiness.
 
BE
 
IT
 
FURTHER
 
RESOLVED
 
that
 
the
 
Legislature
 
reaffirm
 
its
 
constitutional
 
and
 
moral
 
obligation
 
under
 
the
 
landmark
 
Martinez/Yazzie
 
decision
 
to
 
provide
 
sufficient
 
resources
 
for
 
all
 
New
 
Mexico
 
students,
 
adapting
 
state
 
funding
 
mechanisms
 
to
 
changing
 
economic
 
conditions
 
and
 
protecting
 
vulnerable
 
school
 
districts
 
against
 
future
 
educational
 
disinvestment;
 
and
 
BE
 
IT
 
FURTHER
 
RESOLVED
 
that
 
copies
 
of
 
this
 
resolution
 
be
 
formally
 
transmitted
 
to
 
the
 
Legislative
 
Education
 
Study
 
Committee
 
(LESC),
 
the
 
New
 
Mexico
 
Public
 
Education
 
Department
 
(NMPED),
 
and
 
our
 
local
 
legislative
 
representatives
 
to
 
initiate
 
immediate
 
action
 
and
 
bill
 
preparation
 
for
 
the
 
2027
 
legislative
