View page in cached archive copyLOS ALAMOS PUBLIC SCHOOLS BOARD OF EDUCATION RESOLUTION A RESOLUTION FOR STATE EQUALIZATION GUARANTEE (SEG) MODERNIZATION TO SECURE STABLE, INFLATION-ADJUSTED ANNUAL FUNDING Resolutiona #2 A (SEG - split) Presented to the New Mexico State Legislature and the New Mexico School Board Association Septembert 2026 WHEREAS, the State of New Mexico has a constitutional obligation to provide all students, particularly those who are economically disadvantaged, Native American, English language learners, and students with disabilities, with sufficient educational opportunities, as affirmed by the landmark Martinez/Yazzie decision, which found that the State has historically underfunded public schools; and WHEREAS, adequate and consistent funding is critical to ensuring that all students have access to high-quality teachers, instructional materials, safe facilities, technology, and other resources necessary for success; and WHEREAS, inflationary pressures and increases in the cost of goods and services, including salaries, health insurance, transportation, facilities maintenance, instructional resources, technology, and school safety enhancements, erode the real value of educational funding each year; and WHEREAS, inconsistent or inadequate funding, especially during economic downturns, exacerbates inequities between low-poverty and high-poverty school districts and has long-term negative effects on student outcomes, making stable funding mechanisms essential to protect against future disinvestment; and WHEREAS, predictable, inflation-adjusted increases in the State Equalization Guarantee (SEG) would provide school districts with the ability to responsibly plan budgets, sustain academic programs, and ensure equitable access to opportunities, and the Consumer Price Index (CPI) provides a reliable measure of inflation that reflects changes in the cost of living that must be accounted for in state funding decisions; and NOW, THEREFORE, BE IT RESOLVED by the Los Alamos Public Schools Board of Education to call on the New Mexico State Legislature assembled to strengthen and modernize the State Equalization Guarantee (SEG) funding formula and the Public School Finance Act of 1974 by enacting the following legislative mandate: 1. Mandated Annual SEG Inflation Adjustments: The base State Equalization Guarantee (SEG) allocation shall be increased each fiscal year by requiring an annual cost-of-living adjustment. The base allocation must be increased by the greater of: (a) Four percent (4%) of the previous year's allocation, or (b) the percentage increase in the Consumer Price Index (CPI) for the preceding calendar year, as published by the Bureau of Labor Statistics. This increase shall be calculated annually based on the most recent CPI data available at the time of budget preparation and applied uniformly across all
